How do I know what to offer?

Hi guys,
Need your advice!
I'm looking at a domain that is owned by someone else but I'd really like to buy it because it is a fairly good term and it matches the site that I want to build on it.  I've contacted the owner of the domain and she is willing to buy it and has asked me to make an offer.  She has nothing on it right now - it is redirected to her other site.  The domain has no PR.
What should I look at when I am thinking about my offer?

No PR, no traffic of its own (presumably), nothing but a name...

It's worth whatever someone'll pay for it...

If it was me, and I had a good, solid idea of what I'm going to do with it, I'd offer $100.

In fact, I have done that before a couple times... sometimes ya win, sometimes ya lose...

Don't really have anything more to add than that lol...

See, they might be willing to part with it for $50, or even less... BUT, I'm not scared if I know I'm gonna make good use for it...

When a site has content, I try and match what they've made off it in the last 6 months. For empty sites though, I offer as little as 20 bucks and as much as 100 depending on the name and how well I believe I'll do with it.

Well, it only has 9 links coming in according to Alexa, and there's no content on the site since it is just forwarded to hers. 

The .org of the name is available, too.  I'm thinking it might be worth it to just get that instead.
